(Header for Odd Numbered Pages: Times 8 point, bold, flush right) Action Plan - FY1997 <br />City of <br />Page 9 <br />Alameda County Housing/Jobs Linkages Program (Supportive Housing Program) <br />In FY95, Alameda County HCD received a three year Supportive Housing Program grant from <br />HUD for $2.5 million for the Alameda County Housing/Jobs Linkages Program. This grant <br />proposal was a joint effort of HCD and the Alameda County Associated Community Action <br />Program (ACAP). The program provides transitional rental assistance, job development and <br />support services for homeless families connected with one of seven shelters in the HOME <br />Consortium. The participating shelters are the San Leandro Shelter for Women and Children, the <br />Family Emergency Shelter Coalition (FESCO) and the Emergency Shelter Program (ESP) in <br />Hayward, the Tri-City Homeless Coalition and Shelter Against Violent Environments (SAVE) in <br />Fremont, and the Tri-Valley Haven and Valley Health Center in Livermore. Under contract to <br />HCD, Allied Housing (Hayward) administers the rental assistance component and BOSS <br />(Building Opportunities for Self -Sufficiency), also in Hayward, provides job development <br />services. As of December 1996 a total of 35 families were being assisted by the program. It is <br />anticipated that more than 100 families will receive support over the life of the program. <br />As a part of this grant, HCD as contracted with FESCO and Tri-Cities Homeless Coalition for the <br />acquisition and rehabilitation of up to 12 units of transitional housing at scattered South County <br />sites. One site has been acquired by FESCO, and negotiations are proceeding on other sites. <br />In 1996, HCD was awarded two new grants in the McKinney NOFA competition and is now <br />preparing final submittals to HUD. Twelve units of transitional housing on the former Alameda <br />Naval Air Station will be rehabilitated and operated by United Indian Nations using an SHP grant. <br />The rehabilitation of the former Navy Lodge, also at Alameda NAS, was awarded a $1,670,400 <br />SRO Moderate Rehabilitation grant. The facility will be operated by the San Leandro Shelter for <br />Women and Children. <br />Alameda County Base Closure Collaborative <br />On October 25, 1994, President Clinton signed into law the Base Closure Community <br />Redevelopment and Homeless Assistance Act of 1994, S 2534. This Act authorizes HUD to <br />determine whether a base reuse plan for the reuse of an installation proposed by a local reuse <br />authority balances the community development, economic redevelopment and other development <br />needs of the communities in the vicinity of the installation with the needs of the homeless in those <br />communities. <br />Established in 1994, the Alameda County Homeless Base Conversion Collaborative (The <br />Homeless Collaborative) grew out of a common vision of homeless providers that the conversion <br />of military bases in the East Bay afforded the entire community an opportunity to access base <br />resources in a manner that integrated the needs of the homeless with the needs of the greater <br />community. And, in addition, that by forming such a collaborative, the opportunities presented as <br />a result of base conversion could be maximized by enabling the homeless community to speak as <br />-- 3 <br />
