OTHER ACTIONS <br />BARRIERS TO AFFORDABLE HOUSING <br />Funding: The City of San Leandro will make every effort to continue applying HOME and <br />redevelopment funds towards affordable housing programs and projects as long as funding is available. <br />Land costs: New construction may not be feasible due to increased market land costs. <br />Policy: The Affordable Housing Task Force finalized a recommendation to the City Council in <br />Winter 1997 which identified priorities and programs for furthering Affordable Housing issues in San <br />Leandro. As a result, the report identified a five year plan for program and activity implementation; <br />this document serves both as policy direction and an educational resource for the community. <br />LEAD -BASED PAINT HAZARD REDUCTION <br />The City of San Leandro initiated discussions regarding a lead -based paint education program and <br />strategy during the past fiscal year; program efforts will continue during FY1997-98 after receiving <br />direction from the City Council. <br />ANTI -POVERTY STRATEGY <br />The City is continuing to refine its economic development program. One of several objectives is to <br />address job creation and retention issues. During the next five years several activities will occur: <br />* The CDBG staff will continue to work closely with the City's Economic Development <br />Coordinator to develop eligible programs and work within target areas which will <br />benefit from CDBG funded economic development programs. The primary <br />responsibilities of the City's Coordinator are job creation, job and business retention <br />and recruitment. Business revitalization on all levels will be addressed - industrial, <br />commercial, and retail. <br />* Job creation is a strong component to the City's economic development profile. In <br />concert with these efforts, it is anticipated that the CDBG funded Small Business Loan <br />Program will continue over the next five years. The primary purpose of the program is <br />job creation/retention within the community. The program is primarily targeted <br />towards small, neighborhood serving businesses, however, other types of businesses <br />will be considered based on their capacity to create jobs for eligible San Leandro <br />residents. <br />3 Y <br />
