(deader for Odd Numbered Pages: Times 8 point, bold, flush right) Action Plan - FY1997 <br />City of <br />Page 13 <br />* It is anticipated that CDBG and the City's Community Assistance funds will continue to <br />support nonprofit agencies that provide job assistance and related services (such as <br />child care) to low income members of the community. In recent years, several <br />nonprofit agencies such as Davis Street Community Center, Community Resources for <br />Independent Living (CRIL), Shelter Against Violent Environments (SAVE), and the <br />San Leandro Shelter for Women and Children have provided job support and related <br />services to families, disabled persons, and women with children who are homeless <br />and/or in transition. <br />Funds have also supported the Project Literacy program for illiterate adults within the <br />community. A job -based, on -site literacy program is now occurring in coordination <br />with several San Leandro based businesses. The City will continue to encourage new <br />agencies and programs providing job assistance and related services to apply for funds. <br />INSTITUTIONAL STRUCTURE <br />The Development Services Department is made up of the Planning, Building and Redevelopment <br />Divisions. Both the Community Standards and CDBG/Housing Sections are included as part of the <br />Planning Division. In an effort towards enhanced communication with members of the community, the <br />San Leandro Civic Center provides a "One Stop Counter". The purpose of this counter is to provide <br />the best possible customer service to the residential and business communities with regard to economic <br />development and land use issues. <br />PUBLIC/PRIVATE COORDINATION <br />The City of San Leandro will continue to coordinate CDBG, HOME, Redevelopment and Community <br />Assistance funds to provide housing programs, public service assistance, capital improvement <br />opportunities, and economic development revitalization programs to the community during the next <br />fiscal year. <br />Housing <br />Overall coordination within the City will occur amongst the City Council (and serving as the <br />Redevelopment Agency), the Development, Community Services and Public Safety Departments; the <br />County; and local serving nonprofit agencies. <br />The City and Redevelopment Agency contract with Alameda County to provide a variety of housing <br />rehabilitation services to the San Leandro community. The City will also work with the County to <br />administer the HOME funds for affordable housing rehabilitation or new construction projects. Fair <br />Housing, tenant/landlord and Rental Assistance Program (RAP) services will be contracted with <br />3* <br />
