EXHIBIT A <br />SCOPE OF SERVICES <br />Contractor will provide to the City of San Leandro an evaluation of the environmental service <br />programs, service delivery methods, organizational framework, staffing, and administrative systems <br />and support requirements of the programs primarily involving hazardous materials disclosure, <br />reporting, permitting, investigation, and response activities; and various water pollution control <br />activities including environmental compliance activities and recycling services. The Contractor's <br />scope of services will include a project work plan, objectives, timeline, and process to be reviewed <br />by staff. The review of all existing environmental programs, statutory obligations, service delivery, <br />records management, funding/resources, staffing levels, and service demands. This phase will <br />include familiarity with CUPA responsibilities and identification of any new requirements, <br />responsibilities, and tasks. The contractor will then provide a preliminary recommendation for staff <br />review and submit a final report and implementation plan. The Scope of Services are to be <br />conducted in the following manner: <br />Task 1 - Work Plan (24 hours) <br />Contractor will meet with City staff to present its work plan and to obtain general guidance and <br />direction regarding the project approach. Among the issues to be addressed are: project objectives; <br />specific issues; detailed requirements; detailed organizational background; and update on CUPA <br />status. <br />Task 2 - Review and Assessment (62 hours) <br />Contractor will meet with all nine staff directly involved in environmental services programs to <br />obtain a clear understanding of their current duties. Contractor will also document any identified <br />organizational strengths and weaknesses, impediments to improvement, and external influences on <br />operations. We will meet with departmental management and staff to obtain their opinions, <br />direction, and understanding of environmental service programs. <br />Contractor will meet with related City-wide support staff, as appropriate. Contractor will meet with <br />selected business representatives, as coordinated by the San Leandro Chamber of Commerce. <br />In addition, Contractor will tour all environmental services facilities and inventory all major <br />equipment items used by environmental services staff. Contractor will review budget, revenue, and <br />expenditure reports; fixed asset reports; equipment records operating policies and procedures; other <br />management reports and studies (if any); safety records; inspection reports; and other reports as <br />made available. <br />EXHIBIT A Page 1 of 2 <br />AGRE\EXMBITA.DOC (Word 6.0) <br />
