EXHIBIT A <br />SCOPE OF SERVICES <br />MACARTHUR BOULEVARD STREETSCAPE MASTER PLAN <br />PROJECT SUMMARY <br />Work with the San Leandro community, the West San Leandro/MacArthur Boulevard <br />Redevelopment Area Committee (RAC), and City staff (staff) to develop streetscape improvement <br />recommendations for MacArthur Boulevard. Streetscape design goals include enhancing the value <br />and commercial viability of fronting properties, strengthening the image of the area as an important <br />gateway to the City, calming through traffic, and significantly improving pedestrian safety and <br />parking conditions. <br />The Master Plan area will extend from Durant Avenue on the north to Dolores Avenue on the <br />south. The work will include an assessment of street right-of-way (ROW), fronting property <br />conditions, including utility locations, and associated subareas that affect design recommendations. <br />A variety of design options will be explored, reflecting different priorities related to context, traffic <br />operations, district revitalization, and cost. Options will include reconfiguration of walks, curbside <br />parking areas, and construction of median islands. Through a series of working sessions with staff <br />and the RAC, design and phasing recommendations will be developed for subsequent review by the <br />community at large. <br />A MacArthur Boulevard Streetscape Master Plan document will be prepared that compiles the <br />background assessment, design recommendations, estimated costs and phasing plan. Four (4) <br />staff/RAC meetings, two (2) community workshops, two (2) Planning Commission meetings, and <br />two (2) City Council/Redevelopment Agency hearing are proposed. Informal staff coordination <br />meetings in San Leandro will be held as needed. <br />WORK TASKS <br />Task 1: Staff Start -Up Meeting <br />Review existing conditions along MacArthur Boulevard, including ROW and engineering <br />parameters, fronting property considerations, and condition of existing plant materials, paving, and <br />lighting. Discuss construction costs, potential phasing, and maintenance issues. Identify available <br />background maps —roadway engineering plans, subsurface utility plans, aerial photographs —and <br />other base materials that the City will provide.
