2. SCOPE OF WORK <br />• Discuss the changes in land use and urban character of the site and <br />surrounding areas resulting from proposed project or the alternative <br />development plan. Discuss the compatibility between the proposed use <br />of the project area and adjacent uses. <br />• Address the effect of loss of open space and the offsetting mitigation of <br />the proposed permanent open space dedication. <br />• Identify any mitigation measures that could be used to mitigate any <br />identified land use impacts. <br />6. Public Services <br />Issues <br />The proposed project, which would develop 56 residential units on a <br />primarily vacant site, would increase demand for public services in the City <br />of San Leandro. The Lake Chabot Terrace EIR determined that such <br />development would require mitigation for fire, police, parks, and school <br />services. The EIR will review and update the previous public services <br />analysis to include recent information on these services. <br />Tasks <br />Fire Protection and Emergency Medical Services <br />• Review the fire protection and emergency medical services information <br />and impact analyses contained in the Lake Chabot Terrace EIR. <br />Update the analysis to include new fire and emergency medical <br />services information. <br />• Using the updated information, describe potential fire safety and <br />hazard problems associated with the project, including exposure to <br />wildland fires, emergency access, and adequacy of hydrant water <br />pressure. <br />• In consultation with the San Leandro Fire Department, describe the <br />increased demand for fire protection and emergency medical service <br />personnel, equipment, and facilities that would result from the <br />proposed project or the alternative development plan. Describe the <br />increased demand that would result from the project in conjunction <br />with cumulative development. <br />• Identify measures to mitigate potential impacts on fire protection and <br />emergency medical service providers and to minimize hazards. <br />Police Protection Services <br />• Review the police protection services information and impact analyses <br />contained in the Lake Chabot Terrace EIR.
