2. SCOPE OF WORK <br />Environmental Vision can prepare visual simulations to illustrate the <br />appearance of a "mitigated" project. Examples of visual simulations <br />prepared by Environmental Vision are presented in Section 7, References <br />and Work Samples. <br />5. Land Use and Planning <br />Issues <br />The proposed project would construct 56 residential units on an <br />approximately 60-acre site within the City of San Leandro Sphere of <br />Influence. The project site is currently graded as a result of previous quarry <br />activities. Two houses, two storage sheds, and old quarry facility <br />foundations are currently located on site. The project site is adjacent to the <br />eastern boundary of San Leandro City limits. Lake Chabot Road and Lake <br />Chabot Regional Park is located north of the project site, open space lies to <br />the east, single-family homes to the south, and the Boulders Golf Center and <br />Driving Range lies to the west. The site is currently zoned for agricultural <br />uses by the County of Alameda. <br />The proposed project would increase the intensity of land use and reduce the <br />amount of open space in the area, which would change the character of the <br />site. The proposed development would be a compatible land use with <br />adjacent residential uses to the south and the Golf Center to the west, but <br />may be incompatible with adjacent open space uses. The EIR will discuss <br />the consistency of the project with adjacent land uses as well as with the <br />goals and policies of the City of San Leandro General Plan policies. <br />The proposed project would require changing the land use and zoning <br />designations for the site and amending the City's Urban Limit Line on the <br />General Plan Map. These changes will be addressed in the EIR. <br />Existing documentation, including the 1990 Lake Chabot Terrace EIR, will <br />be reviewed and incorporated into this analysis, as appropriate. <br />Tasks <br />• Review the land use information and impact analyses contained in the <br />City of San Leandro General Plan, and the City of San Leandro Zoning <br />Ordinance. <br />• Using information obtained from City staff, update the land use <br />analysis as necessary to include new land use policies and/or City <br />ordinances, and recent cumulative development in the project site <br />vicinity. <br />17 of 37 <br />Boulders Residential Development EIR <br />
