SCOPE OF WORK <br />cumulative (operational -phase) regional impacts using current BAAQMD <br />methodologies. <br />Tasks <br />• Update the air quality setting discussion prepared for the Lake Chabot <br />Terrace EIR to reflect the most recent air quality monitoring data, <br />emissions trends, and air quality plans and policies. <br />• Evaluate construction -phase impacts to reflect current BAAQMD <br />recommendations on such analysis. <br />• Calculate the direct (home -related, e.g. space heating and lawnmower <br />use) and indirect (motor vehicle) emissions estimates for the current <br />proposal using the latest emissions factors and updated trip generation <br />estimates. <br />• Calculate local carbon monoxide concentrations at the two most - <br />affected intersections to reflect the latest emissions factors, revised <br />background concentrations, and revised traffic volume estimates using <br />BAAQMD-recommended procedures. <br />• Evaluate whether project and cumulative impacts would exceed any of <br />the BAAQMD significance criteria. <br />• Identify mitigation measures to reduce or avoid any significant air <br />quality impacts identified in the impact assessment. Evaluate whether <br />mitigation measures would reduce the impacts below a level of <br />significance and identify the parties who would be responsible for <br />implementing each measure. <br />9. Water Quality / Hydrology <br />Issues <br />Construction and long-term occupancy of the project would generate <br />pollutants and nutrients that could affect receiving waters such as the Lake <br />Chabot Reservoir. The previous Lake Chabot Terrace EIR documented <br />drainage conditions, and information in this EIR will be used to the extent <br />possible, with updating of information as needed. The current CEQA <br />document will require a new assessment of hydrologic constraints and <br />impacts in relation to the current plan. <br />Project grading and construction may induce short-term increased soil <br />erosion and sediment deposition. Spills of hazardous materials and <br />potentially toxic substances may occur during construction and during long <br />term occupancy. <br />Boulders Residential Development EIR <br />22 of 37 <br />
