2. SCOPE OF WORK <br />Tasks <br />Conduct a reconnaissance of the site and immediate vicinity to identify <br />surface water quality and drainage conditions. Characterize, map and <br />describe the hydrographic conditions including delineation of <br />watersheds, drainages and water bodies, springs and points of <br />discharge. Describe how the drainage system relates to site water <br />quality and ecological conditions. <br />• Describe the nature, sequencing and timing of proposed grading. <br />Identify any potential soil erosion hazards resulting from exposure of <br />bare soils to wind and water erosion. Estimate worst -case silt loading <br />in drainages during the construction grading phase and during long- <br />term project occupancy. <br />• Qualitatively assess and describe the peak storm water run-off from the <br />development of the generally pervious site. <br />• Describe the proposed storm water management system. In particular, <br />identify any plans for stormwater detention on site and the means of <br />sediment control both during construction and long-term operation. <br />• Describe how proposed drainage system maintenance would occur, <br />identifying who will have responsibility for maintenance. Identify <br />environmentally acceptable (and unacceptable) drainage system <br />maintenance techniques in relation to meeting water quality objectives. <br />• Additional mitigation measures, if required, will be directed to storm <br />water management and possibly alteration of proposed grading to <br />reduce silt loads. <br />• Describe requirements of Regional Water Quality Control Board <br />National Pollutant Discharge Elimination System (NPDES) storm <br />water pollution prevention permits. The site is sufficiently large to <br />require such a permit for the proposed grading. Review provisions of <br />the Storm Water Pollution Prevention Plan (SWPPP), if one is <br />available. <br />Discuss how unmitigated non -point pollutant discharges may conflict <br />with water quality objectives of the Basin Plan, the City of San <br />Leandro General Plan, and the East Bay Regional Park District . <br />Using published reports of the U.S. Geological Survey, California <br />Department of Water Resources, San Leandro General Plan, site <br />geotechnical reports and others, describe groundwater conditions and <br />trends at the site. Identify any wells and their uses; if possible, obtain <br />and summarize their status. Identify any history or known sources of <br />groundwater or surface water pollution from the site or vicinity that <br />may affect the project. Describe impacts that the project's grading plan <br />and residential development could have on groundwater quality. <br />Identify mitigation, if required, to minimize impacts to groundwater <br />systems. <br />23 of 37 <br />Boulders Residential Development E/R <br />
