EXHIBIT A-1: <br />REVISIONS TO SCOPE OF WORK <br />San Leandro General Plan <br />This exhibit outlines the changes required to accommodate the addition of the Open Space, Conservation, <br />Noise, and Safety Elements to the San Leandro General Plan consultant work scope. The exhibit includes <br />an overview of why the change is required, and a description of the specific tasks to be undertaken. <br />Overview <br />The current EXHIBIT "A" Scope of Work covered only two of the seven State -mandated General Plan <br />elements (Land Use and Circulation). At the time the Work Scope was approved, the City's intent was to <br />substantially complete these two elements before beginning work on the Open Space, Conservation, <br />Noise and Safety Elements in Year 2000. This was originally proposed in an effort to spread the budget <br />for the General Plan over several fiscal years. <br />Due to the considerable effort the City has undertaken to create an Advisory Committee for the Land Use <br />and Circulation Elements, the inter -related nature of policies in all elements of the Plan, and the actual <br />schedule upon which the Land Use and Circulation Elements have progressed, the City is now amending <br />the work scope so that six of the seven mandated elements will be completed by Fall 2000. The seventh <br />element —Housing —will be completed in 2001 under a separate budget cycle. The Housing Element is <br />unique in both format and content, and therefore can logically be done after the other six elements have <br />been completed. Moreover, the Housing Element must be based on "fair share" allocations which still <br />have not been assigned by the Association of Bay Area Governments. <br />The revisions to the scope include "existing conditions" data collection and analysis tasks to support <br />policies and actions in the four additional elements, additional GPAC meeting time and community <br />outreach tasks, and additional environmental impact assessment related to the other elements. The <br />revisions to the scope also incorporate supplemental tasks related to the Land Use and Circulation <br />Elements, including local street network traffic modeling and supplemental economic analysis. Finally, <br />the revisions incorporate preparation of a Historic Preservation Element or sub -element of the General <br />Plan. <br />The supplemental budget will provide sufficient funding through the preparation of a Public Review Draft <br />General Plan in late 2000. Additional funding will be required in FY `00-'01 to print the Draft, attend <br />public hearings, respond to EIR comments and prepare the Final EIR, and desktop publish and print the <br />Final Plan. Additional funding also will be required to complete the Housing Element. (The total <br />allocation required for 2000-2001, covering all of these tasks, is estimated to be $105,000). <br />The following task descriptions supplement those which appear in EXHIBIT "A." <br />Summary of Changes to EXHIBIT "A" Work Scope <br />Revisions to Task 2 (Community Outreach Program) <br />Task 2.2: General Plan Advisory Committee and Subcommittee Meetings <br />Task 2.2 in the Original Work Scope is expanded to allow tor consultant participation at eight additional <br />meetings of the full General Plan Advisory Committee. This participation includes meeting planning, <br />preparation of handouts and other materials, meeting attendance, and preparation of minutes.
