M. Environmental Project Summary <br />Several major Bay Area transportation corridors cross or converge on the City of San <br />Leandro. These consist of Interstate 880, Interstate 580, State Highway 238, State <br />Highway 61, and State Highway 185. Because of the location of these corridors, San <br />Leandro is heavily impacted by traffic congestion and air pollution associated with <br />increasing Bay Area traffic. <br />The goal of the Urban Forestry project proposal by the City of San Leandro is to plant <br />approximately 654 trees to mitigate and offset vehicle emissions related to traffic <br />traveling along the 1-880 corridor through the City of San Leandro. Trees will be planted <br />on arterial and neighborhood streets, park and school sites, and other public sites. <br />The proposed project will be a collaborative effort involving the participation of the <br />City of San Leandro and the San Lorenzo Unified School District. Over the next six <br />months while the grant proposal is being reviewed, City staff will hold meeting with <br />citizens to explore the formation of a citizens tree advocacy group. If a group is formed, <br />they will spearhead neighborhood tree planting efforts. If a group is not formed, City <br />staff will perform this function. <br />This project proposal has six elements. The largest number of trees to be planted is <br />through an augmentation of our street tree planting program. This proposal would plant <br />400 additional trees. Like many communities with older infrastructure, some <br />neighborhoods do not have adequate right of way to plant significant trees. Fortunately, <br />some of these neighborhoods have sidewalks that are larger than is required. In addition, <br />some planting sites have been previously paved. This project would provide for concrete <br />removal to increase the available planting space. <br />The second element is to plant 132 additional trees at six City Parks. <br />The third element is to plant 41 additional tree at three school site in the San Lorenzo <br />Unified School District and associated irrigation improvements. <br />Another element is the planting of 43 trees in the median on Hesperian Boulevard. <br />Hesperian Boulevard has been identified as one of the key City entries. The original <br />thirty year old landscaping needs to be renovated. This project would only provide for <br />tree planting and associated irrigation improvements. The rest of the landscaping that <br />needs to be done has not been funded yet so was not included as matching funds. <br />The final planting element of this proposal provides for the planting of 38 trees on <br />Doolittle Drive. The planting would be consistent with the Airport Gateway Area Urban <br />Design Concept, a key element of the Oakland / San Leandro Joint Revitalization Plan. <br />Page 1 <br />
