Vl. General Criteria <br />This project satisfies the general criteria through: <br />A. Increased Mitigation and Enhancement <br />Caltrans was responsible for mitigating adverse visual impacts due to the project by <br />installing noise barriers and/or planting shrubs and vines as visual screens after <br />construction was completed under Caltrans' separate highway planting and irrigation <br />replacement contract. Replanting occured within the remaining right-of-way width. <br />However, this replacement did not address increased carbon dioxide emissions from <br />increased traffic flow. Carbon dioxide from 1-880 affects a far greater area than areas <br />immediately adjacent to 1-880. The Caltrans 1-880 Widening Project reduces available <br />landscape planting space because the additional lanes being installed use space within the <br />right-of-way, leaving less available planting area. The City of San Leandro grant <br />proposal proposes to install 654 trees city-wide. <br />This proposed mitigation is compatible with the safety/operation of the new <br />transportation facility as it consists of tree planting in available sites in city locations <br />entirely outside of the right-of-way of the related transportation facility. Any planting <br />that is to occur will in no way compromise or interfere with any roadway safety or <br />operation. <br />This proposed mitigation would occur without limiting any planned/future improvements <br />to the transportation facility as the proposed mitigation will occur in planting sites <br />throughout San Leandro outside of the I880 right of way so there will be no conflict <br />between future 1-880 plans and the proposed planting. <br />The additional planned mitigation comprises five main project categories. (See Exhibit F <br />for locations.) <br />Street Tree Planting - Sites will be targeted based on available planting <br />opportunities and the need for large stature trees. Early in 2000, the City will <br />approve its Street Tree Master Plan, which will serve as a blueprint for <br />developing specific tree planting plans for neighborhood streets. During the <br />rest of 2000, staff will meet with neighborhood groups to develop those <br />specific street tree planting plans. Those plans will identify specific sites for <br />street tree planting that exist citywide. Although it is anticipated that several <br />thousand sites will be identified, this project would fund planting at four <br />hundred sites that will receive a priority for planting based upon identified <br />need for large stature trees, completion of a street planting plan, and the City's <br />ability to complete the plantings. Trees will either be planted in an existing <br />planter strip located between the sidewalk and curb, within a paved over <br />planter strip, or behind the sidewalk within the public right of way.
