removal. <br />The MacArthur - Estudillo Gateway Area Preliminary Plan calls for <br />development of a more coordinated street system overall. Specifically, plans <br />call for creating a uniform street cross-section for neighborhood streets such <br />as Joaquin Avenue, Juana Avenue, Rodney Drive, Collier Drive, Cary Drive, <br />Bridge Road, Morgan Avenue, San Rafael Street and San Jose Street and <br />along Estudillo Avenue, the neighborhood arterial. These cross -sections <br />include planter strips to permit uniform street tree planting. Planting <br />opportunities exist along Joaquin Avenue, Juana Avenue, and Estudillo <br />Avenue to create planting strips four to five feet wide for large stature trees. <br />The other streets can have three foot planter spaces to accommodate moderate <br />stature trees. <br />San Leandro citizens and the City Council have made a commitment to <br />improve the City through street tree planting. The proposed grant project <br />would be consistent with this committment. Targeted areas for street tree <br />planting are shown on the Project Location Map (Figure B), which are based <br />on proximity to 1-880 and availability of adequate planter strips. Figures C <br />and D illustrate the concept for street tree planting. <br />2. Park Enhancement Tree Planting - The City of San Leandro Parks Needs <br />Assessment, adopted in June 1999, outlines policies for providing quality <br />neighborhood recreation and for improving existing park and recreation <br />facilities to meet neighborhood needs. As part of the Needs Assessment <br />development, interviews were conducted with community and staff members. <br />In the course of developing criteria for evaluating parks and facilities, each <br />park was analyzed. This evaluation led to the policies for enhancement now <br />adopted in plans. <br />Opportunities identified in the Needs Assessment for enhancement of existing <br />local parks include: providing more trees and wind/sun shelter, adding trees to <br />picnic areas, and adding trees to provide an identifiable entry to some park <br />sites. Trees provided under this grant proposal would fill these needs and <br />provide a means for fulfilling specific goals that have already been <br />determined. <br />Several of the park sites where tree planting is proposed are located adjacent <br />to school sites. These parks are used extensively by the adjacent schools. Tree <br />planting will effectively benefit the School District by improving facilities <br />used heavily by school children. <br />For a list of plantings at park locations see Exhibit L <br />3.
