DEVELOPMENT CONCEPT PLAN <br />1. Project Goals. <br />a) The Project shall consist of a local resident -serving retail center, with an <br />upscale grocery store as the main anchor tenant, a drugstore, two or three restaurants, <br />a video store, and several smaller retail shops. <br />b) The Project shall have high quality architecture, with roof forms, materials, <br />facade articulation, and other architectural features of higher quality than would <br />typically be found in a neighborhood shopping center. <br />c) The Project shall include high quality site amenities, with a prominent <br />landscape feature at the corner of San Leandro Boulevard and Davis Street, extensive <br />parking lot landscaping, a creekside plaza, outdoor dining areas on the creek, and a <br />creekwalk. These amenities would be in greater quantity and of greater quality than <br />would typically be found in a neighborhood shopping center. <br />d) The Developer shall enhance the San Leandro Creek area, through clean-up <br />and the addition of landscaping features, so that there is visual access to the creek <br />from the plazas, creelavalk, and outdoor dining areas. <br />e) The Project shall include a relationship with the BART station, such that <br />BART patrons will find it attractive to stop at the center on the way to and from <br />work for food service and shopping, thereby minimizing total car trips and miles <br />traveled. <br />f) The tenant mix shall not be detrimental to downtown revitalization efforts. <br />2. Tenants. The following tenants will be included in the Project. <br />a) Grocery Store ,Anchor Tenant. The grocery store shall be comparable to <br />Petrini's, and Molly Stone's in Larkspur and Sausalito. The store shall be <br />approximately 35,000 to 45,000 square feet. Rather than a "super -store" that <br />includes a florist, bank, and drug department, the store shall have an emphasis on <br />good quality meat and produce and provide some gourmet food items such as might <br />be found at a Trader Joe's, e.g., cheeses, breads, sauces, wine. The store shall be a <br />credit tenant or independent operator with a lease guaranteed by a credit tenant. The <br />1 <br />
