in part, directly or indirectly financed with tax increment money, to Creekside Center <br />Associates for an amount of consideration set forth in the Agreement; and <br />WHEREAS, the Agency has caused to be prepared a report required by Health <br />and Safety Code § 33433 ("Reuse Report") which contains a summary of the form of <br />the proposed Agreement to be entered into between the Agency and Creekside Center <br />Associates and a summary of the cost of the Agreement to the Agency; <br />WHEREAS, the summary of the cost of the Agreement includes: land <br />acquisition costs, clearance costs, remediation costs, administrative costs; the <br />estimated value of the interest to be conveyed determined at the highest and best <br />uses permitted under the Project Plan; the estimated value of the interest to be <br />conveyed determined at use with conditions, covenants, and development costs <br />required by the sale; and an explanation of why the sale of the property will assist in <br />the elimination of blight; and <br />WHEREAS, the Agency has made the Reuse Report available for public <br />inspection pursuant to Health and Safety Code § 33433; and <br />WHEREAS, the Agency held several neighborhood informational meetings <br />regarding the Project over a two-year period; and <br />WHEREAS, the Agency has held a properly noticed public hearing and taken <br />all other actions required by law to prepare and present the Reuse Report and the <br />Master Developer selection; and <br />WHEREAS, the Council does hereby take official notice of all documents, <br />surveys, records and reports maintained in the ordinary course of business by the <br />Agency and the City of San Leandro relating to the real properties which are the <br />subject of the Plan Amendment and Reuse Report, and the Council has considered <br />the report and recommendations regarding the Plan Amendment and Reuse Report, <br />and has provided an opportunity for all persons to be heard, and has received and <br />considered all evidence and testimony presented for or against any and all aspects of <br />the Plan Amendment and Reuse Report. <br />NOW, THEREFORE, the City Council of the City of San Leandro does <br />hereby resolve as follows: <br />Section 1. The Report on the Amendment to the Land Utilization Section of <br />the Plaza 2 Redevelopment Plan, copies of which are on file in the office of the City <br />2 <br />
