EXHIBIT A <br />SCOPE OF SERVICES <br />PROJECT DESCRIPTION <br />This contract is part of Phase 2 of the San Leandro Traffic Management System. <br />Phase 1, currently being implemented, consists of the installation of the central traffic management <br />computer system and the fiber optic link between City Hall, the Main Library, the South Branch Library <br />and the Public Works Service Center. Only a few traffic signals on Halcyon and Hesperian are being <br />connected to the system initially. Also, a signal maintenance database is being developed as part of this <br />initial phase. <br />Phase 2, this contract, will install a second fiber link between City Hall to the City Attorney's Office to the <br />Water Pollution Control Plant, closed circuit television (CCTV) cameras on Davis Street, CCTV monitors <br />and camera control equipment at City Hall, and Metricom wireless communications links to 20 traffic <br />signals. <br />SCOPE OF WORK <br />The following work will be performed by DKS Associates with Gardner Transportation Systems and <br />Econolite as subcontractors. This scope has been developed through meetings with the City and through <br />preliminary field investigations conducted by DKS Associates. <br />Task 1 - Design of Fiber and CCTV System <br />Coordinate the work with Caltrans' Freeway and Signals Section to obtain permission to inspect facilities <br />on Davis Street. Inspect existing conduits (signal interconnect and streetlight), pull boxes, poles, and <br />cabinets along Davis Street between East 14th and the Water Pollution Control Plant. Investigate the <br />potential to use, as an alternative, the existing streetlight conduit if owned by the City. Inspect the Water <br />Pollution Control Plant and City Attorney's office to determine how best to route and terminate the fiber <br />optic cable at those locations. Coordinate with the City IMS Department for placement of the fiber <br />terminations and number of fibers needed. <br />Determine the location for cameras along Davis Street, the mounting details, power source, routing of <br />coaxial/control/power cables, placement of fiber transceivers, lateral fiber cable, and locations for any field <br />cabinets. <br />Coordinate with Caltrans on developing a working agreement to use the existing interconnect conduit <br />between signals. Determine if there is a need for interconnecting signals on Davis Street where there is no <br />existing conduit, and if feasible, design the fiber data links between Caltrans traffic signals. Determine <br />how best to get the fiber optic cable across the freeway, if existing conduit is not available. <br />Determine the extent of new or replacement conduit needed, whether to use directional drilling or open <br />trenching, and the need for new or replacement pull boxes.
