Action Plan - FY1998 <br />City of San Leandro <br />Page 7 <br />property's operating budget is also examined to determine the property's long-term <br />financial feasibility. <br />HOMELESS AND OTHER SPECIAL NEEDS ACTIVITIES <br />Development of a county -wide Homeless Continuum of Care Plan <br />In order to update strategies for continuing to serve the homeless and prepare for more <br />limited and/or block granted federal funding, the jurisdictions of Alameda County and <br />homeless service providers are developing a Homeless Continuum of Care Plan. The <br />planning process is identifying gaps in the current service delivery system and setting <br />priorities for future efforts to address homelessness in Alameda County. The Plan is <br />intended to link homeless policies and plans in each of the three Alameda County HOME <br />jurisdictions: Berkeley, Oakland and the HOME Consortium. It will provide an <br />overarching set of locally agreed -upon principles and priorities which each jurisdiction will <br />put into practice within their own funding guidelines, and will identify areas for multi - <br />jurisdictional collaboration. <br />The planning process is being lead by a working group of representatives from each of the <br />HOME Consortium jurisdictions and CDBG entitlement jurisdictions in the County, the <br />County, service providers and advocates, homeless or formerly homeless persons, <br />representatives of the faith community, business and labor representatives, and education <br />and health care professionals. The consulting team of HomeBase and Bay Area Economics <br />was selected to facilitate the planning process. HomeBase is a public policy law firm on <br />homelessness. Bay Area Economics is a development and financial consulting firm <br />focusing on public and non-profit development. The Plan will be completed in Spring <br />1997 and the recommendations in the Plan will be used to establish priorities for the <br />upcoming homeless continuum of care funding round. <br />The following programs administered by Alameda County Housing and Community <br />Development Department (HCD) serve regional homeless and special needs populations <br />in the Alameda County HOME Consortium jurisdictions. <br />Housing Opportunities for People With AIDS (HOPWA) <br />Alameda County Housing and Community Development Department (HCD) administers <br />the HOPWA program for Alameda County, under contract from the City of Oakland. The <br />HOPWA entitlement is received by Oakland as the largest city in the Eligible Metropolitan <br />Area. HOPWA funds can be used for a variety of housing and service activities for <br />persons living with HIV and AIDS and are intended to serve all of Alameda County. <br />
