Action Plan - FY1998 <br />City of San Leandro <br />Page 8 <br />In 1996 HCD, in partnership with the City of Oakland, completed a multi -year AIDS <br />housing plan for Alameda County. The plan provides more complete information about <br />the need for AIDS housing, presents recommendations for how HOPWA funds should be <br />allocated over the next five years, and seeks to improve coordination between HOPWA <br />and other AIDS- and housing -dedicated funds. The Plan was completed in January 1996 <br />and taken to a number of local boards and coalitions for endorsement, including the Ryan <br />White Title I Planning Council, the Ryan White Title II CARE Consortium, the AIDS <br />Advisory Board, The HOME Technical Advisory Committee, the Urban County Technical <br />Advisory Committee, the Southern Alameda County HIV Task Force, the Emergency <br />Services Network, East Bay Housing Organizations and the Housing and Community <br />Development Citizens' Advisory Committee. The Plan was adopted by the Board of <br />Supervisors on April 9, 1996. <br />In FY95, $945,711 in HOPWA funds were made available to cover five priority areas for <br />the plan. These areas were: Housing Information and Referral; Transitional Housing; <br />Permanent Housing Set -Asides; Planning for a Long-term Care Facility; and Technical <br />Assistance. To date commitments have been made, and work has begun, on the <br />development and operation of an AIDS Housing information hotline (operating out of <br />Hayward), development of transitional housing for people with AIDS and mental illness <br />in Oakland of which no fewer than six beds will be dedicated to people with AIDS, and <br />planning for a licensed long-term care facility or facilities. Negotiations are underway for <br />as many as 28 units of permanent housing set -aside for families in Oakland, Alameda and <br />Livermore, and for technical assistance to three Oakland -based AIDS housing providers. <br />In addition to activities funded with FY95 HOPWA funds, several other aspects of the plan <br />have been carried out using other funding sources, or at no cost. These include the start <br />Up of PROJECT INDEPENDENCE, a HOPWA Special Project of National Significance funded <br />directly by HUD to provide shallow rental assistance and accessibility modifications to <br />people living with HIV/AIDS throughout Alameda County. Three agencies are <br />administering the rental assistance and support service component of this program: The <br />Ark of Refuge and AIDS Project of the East Bay in Oakland and the Tri-City Health <br />Center in Fremont. Alameda County also received funding in 1996 for additional Shelter <br />Plus Care rpertificates to be targeted specifically to homeless persons with AIDS and <br />related disorders. This program is expected to begin operation in Spring 1997. <br />HCD also completed draft standards of care for AIDS housing to be used in both counties <br />of the Eligible Metropolitan Area. <br />Alameda County HCD has just entered into a contract with the City of Oakland for <br />$1,055,528 in FY1996 HOPWA funds.
