Action Plan - FY1998 <br />City of San Leandro <br />Page 10 <br />Emergency Shelter Program (ESP) in Hayward, the Tri-City Homeless Coalition and <br />Shelter Against Violent Environments (SAVE) in Fremont, and the Tri-Valley Haven and <br />Valley Health Center in Livermore. Under contract to HCD, Allied Housing (Hayward) <br />administers the rental assistance component and BOSS (Building Opportunities for Self - <br />Sufficiency), also in Hayward, provides job development services. As of December 1996 <br />a total of 35 families were being assisted by the program. It is anticipated that more than <br />100 families will receive support over the life of the program. <br />As a part of this grant, HCD as contracted with FESCO and Tri-Cities Homeless Coalition <br />for the acquisition and rehabilitation of up to 12 units of transitional housing at scattered <br />South County sites. One site has been acquired by FESCO, and negotiations are <br />proceeding on other sites. <br />In 1996, HCD was awarded two new grants in the McKinney NOFA competition and is <br />now preparing final submittals to HUD. Twelve units of transitional housing on the <br />former Alameda Naval Air Station will be rehabilitated and operated by United Indian <br />Nations using an SHP grant. The rehabilitation of the former Navy Lodge, also at <br />Alameda NAS, was awarded a $1,670,400 SRO Moderate Rehabilitation grant. The <br />facility will be operated by the San Leandro Shelter for Women and Children. <br />Alameda County Base Closure Collaborative <br />On October 25, 1994, President Clinton signed into law the Base Closure Community <br />Redevelopment and Homeless Assistance Act of 1994, S 2534. This Act authorizes HUD <br />to determine whether a base reuse plan for the reuse of an installation proposed by a local <br />reuse authority balances the community development, economic redevelopment and other <br />development needs of the communities in the vicinity of the installation with the needs of <br />the homeless in those communities. <br />Established in 1994, the Alameda County Homeless Base Conversion Collaborative <br />(The Homeless Collaborative) grew out of a common vision of homeless providers that the <br />conversion of military bases in the East Bay afforded the entire community an opportunity <br />to access base resources in a manner that integrated the needs of the homeless with the <br />needs of the greater community. And, in addition, that by forming such a collaborative, <br />the opportunities presented as a result of base conversion could be maximized by enabling <br />the homeless community to speak as one voice. The Collaborative is participating in <br />conversion activities at Alameda Naval Air Station, Oak Knoll Medical Facility, Oakland <br />Naval Supply Center, and the Oakland Army Base. <br />During the last year, the Homeless Collaborative, with support from HCD, has achieved on <br />Alameda Naval Air Station (NAS) the largest single commitment of resources to meet the growing <br />
