OTHER ACTIONS <br />BARRIERS TO AFFORDABLE HOUSING <br />Funding: The City of San Leandro will make every effort to continue applying HOME and <br />redevelopment funds towards affordable housing programs and projects as long as funding <br />is available. <br />Land costs: New construction may not be feasible due to increased market land costs. <br />Policy: The Affordable Housing Task Force finalized a recommendation to the City <br />Council in Winter 1997 which identified priorities and programs for furthering Affordable <br />Housing issues in San Leandro. As a result, the report identified a five year plan for program <br />and activity implementation; this document serves both as policy direction and an <br />educational resource for the community. <br />LEAD -BASED PAINT HAZARD REDUCTION <br />The City of San Leandro initiated discussions regarding a lead -based paint education <br />program and strategy during the past fiscal year; program efforts will continue during <br />FY1998-99 after receiving direction from the City Council. <br />ANTI -POVERTY STRATEGY <br />The City is refining its economic development program. One of several objectives is to <br />address job creation and retention issues. During the next five years several activities will <br />occur: <br />* The CDBG staff will continue to work closely with the City's Economic <br />Development Coordinator to develop eligible programs and work within <br />target areas which will benefit from CDBG funded economic development <br />programs. The primary responsibilities of the City's Coordinator are job <br />creation, job and business retention and recruitment. Business revitalization <br />on all levels will be addressed - industrial, commercial, and retail. <br />* Job creation is a strong component to the City's economic development <br />profile. In concert with these efforts, it is anticipated that the CDBG funded <br />Small Business Loan Program will continue over the next five years. The <br />
