Action Plan - FY1998 <br />City of San Leandro <br />Page 16 <br />PART IV: <br />MONITORING STANDARDS AND PROCEDURES <br />The City of San Leandro, as part of the overall administration of the CDBG and HOME <br />program funds, monitor subrecipients for compliance with HUD regulations. Examples <br />of activities and programs that are monitored include: the City's contract with Alameda <br />County for housing rehabilitation services; nonprofit agencies receiving public service <br />funds and/or facility improvement projects; Small Business Loan recipients, and City - <br />initiated public improvement projects. Monitoring procedures include site visits; quarterly <br />reports; evaluation of program brochures and applications; document review may include, <br />but not limited to, contractual compliance including the City's Exhibit E (which identifies <br />all HUD requirements), financial reports, invoices, and job creation/retention hiring <br />activities. <br />
