EXHIBIT A SCOPE OF SERVICES STATEMENT OF PURPOSE The City desires to provide a full range of housing rehabilitation services to eligible residential property owners in San Leandro. The Rehabilitation Services Agreement allows the City to utilize County professional staff who are knowledgeable of construction standards in the South county area, and are familiar with the Community Development Block Grant rules. II. TERM AND COMMENCEMENT OF WORK The term of this agreement shall be for the period of July 1, 1997 through June 30, 1998. The term may be extended at City's option, if necessary to complete work started during the Agreement period. M. COUNTY PROGRAMS In order to meet the needs of the lower income property owners in the City, projects shall fall into one of two categories: Minor Home Repair Grant Program and Owner Rehabilitation Program. Owner rehabilitation projects shall include one or more program components: paint grants, exterior clean-up grants, seismic grants, and accessibility grants, in addition to general owner/rental rehabilitation loans. Each project shall be tailored to the homeowner's income, and ability to make payments as well as the nature and priority of the repair(s) need. IV. DESCRIPTION OF SERVICES A. County shall operate the following rehabilitation programs: • Minor Home Repair Grant - to correct immediate threats to the health and safety of the homeowners. The maximum grant shall be $500. • Mobile Home Grant - to provide technical and financial assistance to low income, owner occupied residences of single, or double wide mobile homes with major repair needs. The maximum grant shall be $2,000. • Owner Rehabilitation Loan - to rehabilitate owner occupied, single family housing. The maximum loan shall be $20,000. • Exterior Paint Grant/Clean-Up Grant - to improve the exterior appearance of owner occupied properties. The maximum grant shall be $2,000.
