0 <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 98 - 59 (2840 ) <br />A RESOLUTION APPROVING LEASE AND OTHER <br />DOCUMENTS BETWEEN THE SAN FRANCISCO BAY <br />CONFERENCE CENTER RESORT L.L.C., AND THE <br />CITY OF SAN LEANDRO <br />RECITALS <br />The City of San Leandro has previously ground leased to William E. Peluso <br />that certain real property at the San Leandro Marina commonly referred to as the <br />Blue Dolphin. Said lease tenninated on August 23, 1995. Thereafter the City <br />entered into a letter of intent to release said premises to San Francisco Bay <br />Conference Resort, LLC, otherwise known as Network Conference Center ("Lessee") <br />for development of a conference center and hotel. Lessee has sought and obtained all <br />necessary land use entitlements. <br />The General Plan, which includes the Marina, was adopted in March 1989. <br />The document addressed the Marina in the Recreation Section. This portion of the <br />General Plan identifies policies that encourage "...upgrad[ing] and redevelop[ment] of <br />property as necessary to keep San Leandro a contemporary and economically <br />competitive city." Page IV-71. Policies 5 and 13 in the same Section encourage t1le <br />City of San Leandro to distinguish itself from its surroundings and promote activities <br />that increase community identity and expand the social and cultural life of its <br />1 <br />
