SECTION B: INVESTMENT OF AVAILABLE RESOURCES <br />Priority 91: Increase the Availability of Affordable Rental Housing <br />for extremely low, low and moderate income households. <br />Resources Used: <br />The City applied CDBG, HOME, Section 8 and Redevelopment funding sources to <br />programs during this year. <br />Activities Undertaken: <br />The City worked with rental property owners to develop long-term affordability <br />covenants in two existing multi -family developments. The following two projects <br />were completed during this time period, containing a total of 25 units designated for <br />occupancy by low income households - the Mission Bell and the Lewis property. <br />During 1996-97, the Redevelopment Agency loaned the owners of the Mission Bell <br />$686,500 for rehabilitation construction costs. The project was under construction <br />during 1996-97 and will be completed by September 1997. When complete, 20 of <br />the 24 units will be available to low- and very -low income households. In the <br />previous year, the Redevelopment Agency also provided $102,000 for the <br />rehabilitation of five housing units at the Lewis property, located at 11 Dutton <br />Avenue. During 1996-97, this project was completed. <br />The Housing Authority of Southern Alameda County continued to administer the <br />Section 8 Assistance Certificate and Voucher Program in Southern Alameda County, <br />which includes San Leandro. During this time period 5 new vouchers and <br />certificates were issued to San Leandro residents. However, during 1996-97 the City <br />experienced an overall decrease in the number of certificates and vouchers available. <br />In conjunction with the rental housing owners, the City conducted one session of the <br />Multifamily Management Assistance Program (MMAP) Educational Program. This <br />program is a management course for owners and managers of rental properties. One <br />class in the MMAP session covered the Section 8 program and was used to market <br />the program among San Leandro landlords. <br />Geographic Distribution: <br />These programs are City wide. The Mission Bell and Lewis property project are <br />located in census tract 4323. <br />Leverage of Non -Federal Resources: <br />Redevelopment Agency Set -Aside funds <br />Matching Contributions: <br />N/A <br />
