PART II: OTHER ACTIONS UNDERTAKEN <br />Actions Taken to Affirmatively Further Fair Housing <br />The City actively works to eliminate discrimination in housing within San Leandro. During <br />this time period the City continued to contract with ECHO Housing for tenant/landlord <br />counseling, investigation and referral, Rental Assistance Program, and Fair Housing <br />services. Upon request, staff referred Fair Housing related inquires to the appropriate <br />agency. <br />Actions Taken to Address the Needs of Homeless Persons and the Special Needs of <br />Persons that are not Homeless but Require Supportive Housing <br />In addition to the actions taken in coordination with the County -wide Plan, the City of San <br />Leandro has begun to address issues of homelessness, welfare -to -work, childcare and public <br />services, and related housing issues by coordinating efforts with the local nonprofit agencies <br />serving San Leandro and the San Leandro Collaborative. During 1996-97, a Welfare <br />Reform forum was held in conjunction with the Human Resource Commission <br />Subcommittee on Welfare Reform. Additionally, the Commission has begun a research on <br />the impacts to the community. These efforts are being coordinated with the local <br />nonprofits, organizations, faith community, and the San Leandro Collaborative (so to <br />address impact to youth). Another example includes a program that was established in this <br />year to address the panhandlers/homeless in the Downtown Plaza; this was coordinated by <br />the City with the assistance of the Downtown Business Association, the Chamber of <br />Commerce, and the local nonprofits. In all, the City is making every effort to initially <br />address homelessness and related services in a coordinated manner. <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and Maintain <br />Affordable Housing, and Eliminate Barriers to Affordable Housing. <br />Funding: The City of San Leandro will make every effort to continue applying HOME and <br />Redevelopment funds towards affordable housing programs and projects as long as funding <br />is available. <br />Policy: During the previous year, the City of San Leandro established the Affordable <br />Housing Task Force made up of community members dedicated to reviewing affordable <br />housing issues. A list of adopted priorities were presented to and adopted by the City <br />Council in Fall 1996, after several community input meetings are held to receive comments. <br />Upon adoption, a Five Year Affordable Housing Strategy and Implementation Plan was <br />established. <br />Also during FY 1996-97, a coordinated effort was made to further educate the community <br />regarding affordable housing. Three homebuyer seminars were held to promote the first- <br />time homebuyer program, publicize the affordability of San Leandro homes, and provide an <br />outreach to potential residents to learn about the community. <br />
