Actions Taken to Overcome Gaps in Institutional Structure and Enhance Coordination <br />The Development Services Department is made up of the Planning, Building and <br />Redevelopment Divisions. Both the Community Standards and CDBG Sections are <br />included as part of the Planning Division. In an effort towards enhanced communication <br />with members of the community, the One -Stop Counter is available in the City Hall <br />Complex for addressing all development related activities at one location. Additionally, the <br />City Council Policy Subcommittee is reviewing technology and initiating new meeting <br />guidelines in an effort to increase the opportunities for public input and participation. <br />During FY1996-97, the City Council developed and formally adopted Vision Statements for <br />the community. The document emphasizes the desire for strong communication and <br />participation throughout the community. Partnerships with the schools, business <br />community, organizations and residents were emphasized in the eleven themes that outline <br />the vision for the community. <br />The City of San Leandro coordinated CDBG, HOME, Redevelopment and Community <br />Assistance funds to provide housing programs, public service assistance, capital <br />improvement opportunities, and economic development programs to the community during <br />the past year. <br />San Leandro continued its participation in the Alameda County HOME Consortium and <br />Technical Advisory Committee (TAC). The Consortium coordinates the planning and use <br />of the local jurisdictions' HOME funds. The City established an Affordable Housing Task <br />Force during the previous year to develop a five year strategic plan for housing policy. The <br />City also worked closely with other cities and the County to plan and coordinate housing <br />related projects and activities of regional benefit. Examples include the Countywide <br />Continuum of Care development and the San Leandro Shelter transitional housing project. <br />Yet another example of community coordination may be seen in the efforts by the San <br />Lenadro Collaborative. The Collaborative Study was initiated by Supervisor Wilma Chan's <br />office. The effort include researching all aspects of the community with regards to youth <br />services. The study has included demographics, programs and services, schools, and <br />community as a whole. The initial goal was to match programs with community needs. <br />The efforts by the Collaborative have since blossomed into a strong resource for the City to <br />attain data and input on proposed programs and services. <br />Actions Taken to Improve Public Housing and Resident Initiatives <br />The City of San Leandro does not contain any public housing. <br />Actions Taken to Evaluate and Reduce Lead -based Paint Hazards <br />The City of San Leandro initiated discussion with the Alameda County Lead Abatement <br />Program staff to develop an educational brochure for San Leandro residents which will be <br />available during FY1997-98. In addition, staff began looking into lead education classes <br />for residents which would be coordinated with the Building Department. <br />
