PART III: EVALUATION OF ANNUAL PERFORMANCE <br />During the last reporting period, the City of San Leandro continued to meet the goals set forth in <br />the 5-Year Strategic Plan. HOME, CDBG, and Redevelopment funds have assisted in <br />rehabilitating multi -unit apartment complexes and homes in need of repair. Successful <br />rehabilitation efforts have resulted in an increase in affordable rental units and housing stock <br />available in the community. The City has also continued its commitment to Fair Housing, <br />tenant/landlord counseling, and rental assistance services to improve access to rental housing for <br />lower income households. The MMAP sessions have provided a strong educational program to <br />managers and owners alike. Staff is in the process of developing a multi -unit rehabilitation <br />program in coordination with the Redevelopment Agency. <br />The City Council continued to support community assistance programs provided by nonprofit <br />agencies serving San Leandro residents. Additionally, substantial CDBG funds were allocated <br />toward nonprofit facility improvements and public improvements. <br />The City Council also continued to support economic development programs with CDBG, <br />Redevelopment and general funds. The Design Assistance program continued to assist new and <br />existing businesses as a revitalization tool. The Small Business Loan program continued to be <br />successful during the last year; four loans were funded with approximately 21-29 new jobs <br />created. <br />Overall, the City experienced a continued interest and commitment to housing related issues. <br />During 1995-96, the goal of the Affordable Housing Task Force was to assess and make <br />recommendations for housing related activities. In Fall 1996, the Task Force presented their <br />recommendations to the community in a series of neighborhood meetings. The purpose of the <br />meetings was to share their recommendations, educate the community about affordable housing <br />issues, and to hear any suggestions for programs. The recommendations were formally adopted <br />by the Council in Fall 1996. All types of housing and related services, economic development, <br />and community services continued to be high priorities for the City Council and community at <br />large during the past year. <br />
