Actions Taken to Ensure Compliance with Program and Comprehensive Planning <br />Requirements <br />Staff continued to work closely with the Consortium to ensure accurate reporting and <br />application procedures. Annual program monitoring occurred for the CDBG funded <br />programs. Quarterly meetings are held with all nonprofit agencies receiving funds in an <br />effort to provide updates, information, and technical assistance. Program applications, <br />contracts, and brochures are evaluated annually to ensure compliance with regulations. <br />Division staff meetings are held twice monthly in order to fully discuss and evaluate <br />housing, CDBG, HOME and Redevelopment projects and programs - both existing and <br />proposed. At the policy level, the City Council held worksessions on applicable programs <br />(i.e. CDBG, affordable housing, Continuum of Care, housing element) for evaluation <br />purposes, as well as attain public input. Action Plan, budget, performance reports, and <br />related materials are made available to the public at both the County and City levels. <br />Actions Taken to Reduce the Number of Persons Living Below the Poverty Level <br />The City of San Leandro has placed economic development/job creation programs as a high <br />priority. During FY 1995-96, the City Council authorized a full assessment of past and <br />current economic trends, in an effort to plan for a healthy economic future. This resulted in <br />a full Economic Development Strategy, which was presented to the City Council in Fall <br />1996 and adopted in Spring 1997. <br />Economic development efforts highlighted business retention and revitalization - job <br />retention and creation were key goals. Business revitalization on all levels were addresses - <br />industrial, commercial and retail. <br />As part of the ongoing efforts, the CDBG staff continued to work closely with the <br />Economic Development staff to provide assistance through the Small Business Loan <br />Program. During FY 1996-97, four new businesses were funded, with approximately 21-29 <br />new jobs being created for residents. <br />Additionally, the CDBG program teamed up with the City's Community Assistance funding <br />program to support nonprofit agencies that provide job assistance to low income members <br />of the community. During FY 1996-97 several agencies received support including Project <br />Literacy, Davis Street Community Center, Community Resources for Independent Living <br />(CRIL), and the San Leandro Shelter. During this year a program coordinated through <br />Project Literacy was continued which successfully teamed local industries with Literacy <br />tutors to provide literacy and job -skill assistance on the job site. Also during this time <br />period, the City began working with the Chamber of Commerce to develop a new job <br />program for youth. These discussions included input from the San Leandro Collaborative <br />and the Youth Advisory Commission. <br />
