Actions Taken to Ensure Compliance with Program and Comprehensive Planning
Requirements
Staff continued to work closely with the Consortium to ensure accurate reporting and
application procedures. Annual program monitoring occurred for the CDBG funded
programs. Quarterly meetings are held with all nonprofit agencies receiving funds in an
effort to provide updates, information, and technical assistance. Program applications,
contracts, and brochures are evaluated annually to ensure compliance with regulations.
Division staff meetings are held twice monthly in order to fully discuss and evaluate
housing, CDBG, HOME and Redevelopment projects and programs - both existing and
proposed. At the policy level, the City Council held worksessions on applicable programs
(i.e. CDBG, affordable housing, Continuum of Care, housing element) for evaluation
purposes, as well as attain public input. Action Plan, budget, performance reports, and
related materials are made available to the public at both the County and City levels.
Actions Taken to Reduce the Number of Persons Living Below the Poverty Level
The City of San Leandro has placed economic development/job creation programs as a high
priority. During FY 1995-96, the City Council authorized a full assessment of past and
current economic trends, in an effort to plan for a healthy economic future. This resulted in
a full Economic Development Strategy, which was presented to the City Council in Fall
1996 and adopted in Spring 1997.
Economic development efforts highlighted business retention and revitalization - job
retention and creation were key goals. Business revitalization on all levels were addresses -
industrial, commercial and retail.
As part of the ongoing efforts, the CDBG staff continued to work closely with the
Economic Development staff to provide assistance through the Small Business Loan
Program. During FY 1996-97, four new businesses were funded, with approximately 21-29
new jobs being created for residents.
Additionally, the CDBG program teamed up with the City's Community Assistance funding
program to support nonprofit agencies that provide job assistance to low income members
of the community. During FY 1996-97 several agencies received support including Project
Literacy, Davis Street Community Center, Community Resources for Independent Living
(CRIL), and the San Leandro Shelter. During this year a program coordinated through
Project Literacy was continued which successfully teamed local industries with Literacy
tutors to provide literacy and job -skill assistance on the job site. Also during this time
period, the City began working with the Chamber of Commerce to develop a new job
program for youth. These discussions included input from the San Leandro Collaborative
and the Youth Advisory Commission.
