CITY OF SAN LEANDRO <br />Appropriation Limitation Calculation <br />1998-99 <br />Executive Summary <br />An annual calculation of the City's appropriation limitation is required by Article XIIIB of the <br />California Constitution. City expenditures may increase only in relation to changes in per <br />capita income or growth in non-residential assessment valuation, whichever is greater, and the <br />population change for the City or County, whichever is greater. <br />The City's 1998-99 proposed budget appropriations that are subject to limitation are $42.8 <br />million or 40% under the limitation as shown below: <br />I. Determination of Appropriation Limit: <br />1997-98 Appropriation Subject to Limitation $ 67,674,797 <br />1998-99 Cumulative Changes Due to Growth Rate <br />Factors (6.20%) 4,175,880 <br />1998-99 Appropriation Limit $ 71,850,677 <br />II. Determination of Appropriations Subject to Limitation: <br />1998-99 Revenue Sources for Appropriations $ 73,028,500 <br />Deductions of Exempt Revenues and Debt Service (30,001,252) <br />1998-99 Appropriations Subject to Limitation $ 43,027,248 <br />III. Amount Under Appropriation Limit (I -II) $ 28,823,429 40% <br />
