Mr. Steve Fitzsimons Page 8 November 5, 1996 <br />• Translation of Traffic Database reports to Synchro input files: TJKM can complete <br />this by acquiring Synchro, T7F and PASSER and completing a translation program <br />to convert Traffic Database to Synchro input data. <br />• Manual adjustment of "controller settings" from Synchro, TRANSYT 7F and <br />PASSER II-90 output prior to conversion to actual controller settings for <br />downloading. <br />Programs TJKM Needs Active Cooperation from Caltrans and CT Net Developers: <br />TJKM will need to work closely with CT Net developers at Caltrans in order to develop <br />the following modules: <br />Extraction and compilation of volume, occupancy and event data from 170 <br />controllers. <br />• Development of stored system configuration files as Synchro input. <br />• Conversion utility for Synchro, TRANSYT 7F and PASSER 1I-90 output "controller <br />settings" for 170 input data settings. <br />Programs TJKM Needs Active Cooperation from Econolite and Traconex (IDC): <br />TJKM will need to work closely with Econolite TMS, Zone Master IV and Traconet/ <br />TDAQS programmers in order to develop the following modules: <br />• Extraction and compilation of volume, occupancy and event data from Econolite <br />controllers, and from Traconex controllers. <br />• Development of stored system configuration files as Synchro input. <br />• Conversion utility for Synchro, TRANSYT 7F and PASSER II-90 output "controller <br />settings" for Econolite and Traconex input data settings. <br />D. Tasks and Costs for TIS Development (Basic and Optional Features) <br />With appropriate cooperation from all vendors and parties to the JPA, TJKM can <br />complete an enhanced version of the Campbell TIS within $59,820. This section <br />identifies the tasks and the estimated hours and costs for completing each of the tasks for <br />development of the enhanced TIS. If TIS were developed independently, the costs would <br />be greater than they are by starting with the existing Campbell TIS. In order to <br />maximize the functions of TIS provided under this contract, TJKM recommends that the <br />database program remain as DOS -based rather than redeveloping COUNTS with Access <br />or other new database programs. In any case, COUNTS and Traffic Database will be <br />capable of being operated with Windows 3.1, Windows 95 or Windows NT operating <br />systems. (CT Net is being developed using Windows NT.) Our preliminary thinking is <br />that the style of TIS will essentially be similar to the City of Campbell's excepting <br />Synchro input and output modules which are Windows -based, and when TIS acts as a <br />shell integrating signal system software with TIS when the signal system software itself <br />operates within Windows. Prior to starting design, TJKM will meet with the TOC to <br />discuss developing TIS as a Windows 95 or Windows NT program that runs the DOS - <br />based database programs. <br />
