EXHIBIT A <br />The City of San Leandro <br />Bicycle and Pedestrian Safety Education Program <br />Scope of Work <br />Traffic conditions in the City of San Leandro are increasingly demanding, <br />calling for greater awareness and a higher level of skill than ever before from <br />children and senior citizens. Walking and bicycling are no longer carefree <br />ways to commute due to: <br />1. Land use policies that have forced children and senior citizens out of their <br />neighborhoods and onto principal roadways. <br />2. Many adults who were never trained to practice pedestrian and cycling <br />habits safely, consequently their skills are poor. Children mimic unsafe traffic <br />behaviors of adults and their parents, such as crossing mid -block or riding a <br />bicycle on the wrong side of the street. <br />3. High density traffic and the increasing number of trucks and other large <br />vehicles make defensive skills more critical today than ever before. <br />4. Eighty percent of pedestrian collisions occur in intersections. Increased <br />speeds in intersections, coupled with greater use of special right and left hand <br />turn lanes require increased alertness. <br />5. San Leandro's youth are often "latch key kids" and travel the streets and <br />sidewalks without parental supervision. <br />6. San Leandro is considered a "bike -friendly" city, so bicycling has grown in <br />popularity causing an increase in the number of cyclists utilizing the <br />roadways. <br />7. Many senior citizens are required to forfeit their drivers' licenses due to <br />physical and financial limitations; therefore an increased number of seniors <br />are walking and using buses as their primary modes of transportation. <br />Traffic safety education is an important component of an effective public <br />safety program. The following outlines the Scope of Work to be conducted <br />by Safe Moves for the City of San Leandro. <br />The objective is to implement traffic safety programs conducted by Safe <br />Moves for school -aged children and seniors. This program will create <br />positive attitudes towards bicycle, pedestrian and passenger safety and <br />reinforce the acceptance of their personal traffic safety responsibility and <br />self-confidence. <br />page 1 of 8 <br />
