SAN LEANDRO ADMINISTRATIVE CODE
TITLE 12 PUBLIC WORKS
Chapter 5 Uniform Wastewater Discharge
Regulations
shown below. If a user's BOD and SS strengths are relatively constant, the City's
Public Works Services Director may establish a unit rate per volume of wastewater
discharged until such time that it has been determined that there has been a significant
change in the user's operation which would materially affect sewage flows and
strengths.
Loading Charge
Effeetive Ef€eetive Proposed
T.,i-5 july 1, 1 Fiscal Year
Parameter Billing Unit i -e 1998-99 Unit Cost
Volume Million Gallons $268.79 $262.43 $286.00
BOD Thousand Pounds 58.28 60.52 66.00
SS Thousand Pounds i 0o.8S --4. 77 114.00
(d) Estimate of Peak Month Parameters. Classification C user may, at their option,
submit an estimate of the peak month parameters for the ensuing fiscal year. The City
will use the peak month estimate for calculation of monthly demand charges for that
fiscal year. Should the estimated peak month use figures be exceeded, the user shall
be billed the demand unit costs multiplied by the new peak month discharge. This
amount shall be assessed retroactively to the beginning of the fiscal year. Each time a
higher peak month discharge occurs during the fiscal year, the above process will be
repeated.
(e) Sampling and Testing. User charges for sampling and testing shall include a Service
Charge and a Sampling Charge. Service Charges are designed to recover
administrative costs associated with the industrial billing and pretreatment program.
The monthly Service Charge will remain constant throughout the fiscal year and shall
be based on the number of routine samples to be conducted annually for each
connection as shown below. The Sampling Charge may vary from month to month
and shall be obtained by multiplying the number of each type of sample taken (and
tested) in each billing period by the appropriate unit cost shown on the following page.
8/12/98 7
