EXHIBIT A <br />SCOPE OF SERVICES <br />City provides services and programs to the public and to outside entities for which it charges user <br />fees. It is the City's intent to ascertain the full costs of services for which fees can be charged and <br />reimbursement obtained, to determine the cost of central service support costs to other city <br />departments and government grants, and to obtain information relative to performance measures <br />and statistics for various City operations. <br />Consultant shall develop a cost allocation plan and comprehensive City-wide user fee study. Said <br />analysis will identify and calculate the full cost of various services provided by General Fund, <br />Internal Service Fund and Enterprise Fund operations for which user fees can reasonably be levied. <br />Phase 1- Cost Plan/User Fee Study <br />1. Cost Plan: <br />a) Identify the indirect overhead costs associated with all city operations. <br />b) Determine who uses these services. <br />c) Develop the best method of distributing the centralized service costs to the users, <br />ensuring a fair and equitable basis for distribution. <br />d) Develop a detailed analysis of the indirect and direct costs associated with all <br />current and potential user fee activities. <br />e) Compare the cost analysis to current user fee income in order to identify any <br />General Fund subsidies and <br />f) Assist the City in the evaluation of the study results and provide support in <br />implementing the Study. <br />2. User Fee Study <br />a) Project Initiation: Meet with San Leandro representatives to review in detail <br />proposal and approach to conducting study, including project scheduling and <br />milestones.
