b) Financial Information: Identify sources of financial information to be used for <br />preparation of cost allocation plans and use fee study, including budget and <br />expenditure statements, current fee schedules, expenditure reports, etc. (City to <br />provide same within 10 calendar days of request.) <br />c) Establish Cost Plan Structure and Identify User Fee Activities: In preparation for <br />discussions with City staff, determine structure of cost allocation plan and City-wide <br />user fee study, including determination of indirect and general City operating <br />departments. Develop data gathering worksheets for departments. <br />d) Conduct Interview: Interview with all managers and key staff to determine <br />functions and fee activities performed and for whom. <br />e) Data Compilation, Cost Plan Preparation and User Fee Analysis: Evaluate all <br />financial and statistical information. Integrate interview results into the data. <br />Review all applicable revenues, reimbursements and credits as appropriate. <br />f) Review Draft Cost Allocation Plan and User Fee Analysis: Prepare Draft Cost <br />Allocation Plan and User Fee Analysis for review by City staff. (City to perform <br />review within 10 calendar days.) <br />g) Final Revisions to Calculations: Revise Draft Cost Allocation Plan and User Fee <br />Analysis, incorporating changes identified from review by City staff to develop <br />accurate comparison between cost and current revenue. (Maximum two drafts <br />provided.) <br />h) Develop Recommendations and Draft Final Report: Prepare and review with City <br />staff and management Draft Report which defines project, displays study results <br />including cost calculations, recommends fees or levels of revenue recoveries, and <br />provides estimates of projected increases in general fund revenues. (City to perform <br />review within 10 calendar days.) <br />i) Prepare Final Report for Presentation: Prepare Final Report, incorporating <br />changes identified from review of Draft Report by City staff in preparation for <br />submission of findings to the City Council. Provide 12 copies of Final Report and 1 <br />photocopy master.
