Consolidated Plan Annual Performance Report — FY 2001-2002 <br />City of San Leandro <br />Page 12 <br />Bayfair Mall Renovation <br />♦ Commercial design assistance funds in the amount of $15,000 were allocated for <br />architectural design services to assist the new mall owner in developing plans for a <br />major reconstruction of the struggling shopping center, including plans for an <br />enhanced pedestrian connection between the Center and the BART station <br />MacArthur Facade Renovation <br />♦ Financial assistance is available to businesses located in the West San <br />Leandro/MacArthur Blvd. Redevelopment Project Area. Two applications are <br />undergoing review for assistance with a facade renovation loan to implement the <br />conceptual design. <br />E. 14t' Street South Area Strategy Development Study <br />♦ The City initiated the urban design and streetscape improvement plan to implement <br />the smart growth general plan policies. The study will evaluate alternatives for transit <br />oriented development along the southern part of E. 10 Street. <br />Neighborhood Shopping Center Renovation <br />♦ The Garden Center rehabilitation project, reported in the design phase at the end of <br />the last fiscal year, has been cancelled by the property owner. The owner made only <br />necessary maintenance repairs without City involvement. <br />The conceptual design and loan agreements for the Manor/Famsworth project, carried <br />over from fiscal year 2000-2001, were completed. Construction is expected to begin <br />in September of 2002. The project, located at the corner of Manor Boulevard and <br />Farnsworth Street, consists of exterior improvements on three separate properties. <br />Airport Gateway <br />♦ CDBG funds were allocated for survey work, design and construction plans for the <br />Oakland -San Leandro Airport Gateway project. Other sources of funding, including <br />the Federal EDI grant of $277,000 will be used for the plan preparation. San Leandro <br />and Oakland Redevelopment Agency funds are budgeted for construction. <br />Geographic Distribution and Location of Expenditures: <br />The Commercial Design Assistance Program and Facade Renovation Program are <br />available in the redevelopment project areas; the Manor/Famsworth neighborhood <br />shopping center is located in a low- moderate -income area. <br />Leverage of Non -Federal Resources: <br />Private funds and Redevelopment Agency funds. <br />Matching Contributions: <br />N/A <br />
