The County of Alameda and the cities of Hayward, Fremont and <br />San Leandro contributed toward these projects. Other sources of funding included the <br />Affordable Housing Program (AHP) and private foundations, such as Mervyns. <br />Leverage of Non -Federal Resources: <br />Private foundations <br />Matching Contributions: <br />N/A <br />COMMUNITY DEVELOPMENT (Non -Housing) NEEDS <br />Priority: Neighborhood Revitalization <br />Resources Used: <br />The City applied CDBG and Redevelopment Agency funds toward neighborhood <br />revitalization improvements. <br />Activities Undertaken: <br />The City concentrated its efforts in the redevelopment project areas and the low- to <br />moderate -income areas. Activities undertaken addressed economic development and <br />elimination of slums and blight. <br />CDBG funds were used to oversee the existing Small Business Loan portfolio, to <br />implement the Commercial Design Assistance, the MacArthur Commercial Fagade <br />Program, the E. 10 Street South Area Strategy Development Study, and the Airport <br />Gateway Project. <br />Commercial Design Assistance <br />♦ Architectural design assistance is available to businesses in the Redevelopment Areas. <br />Three small businesses were assisted with conceptual design grants. The following <br />projects were approved during the FY2002-2003: <br />Downtown Plan Implementation <br />♦ The City committed $35,000 of CDBG funds for the preparation of design plans to <br />construct pedestrian and lighting improvements in the downtown area, and to improve <br />trash collection facilities for downtown businesses. The project received a matching <br />allocation of Redevelopment funds in the amount of $15,000. The design work was <br />initiated in June; no expenditures were processed in FY 2001-2002. <br />
