Consolidated Plan Annual Performance Report— FY 2001-2002 <br />City of San Leandro <br />Page 19 <br />Actions Taken to Ensure Compliance with Program and Comprehensive Planning <br />Requirements <br />♦ Public notices were published in the local paper and public hearings were held to <br />solicit citizen participation in identifying community needs. The Annual Action Plan <br />was drafted in response to community input obtained at a public meeting. The <br />Human Resources Commission reviewed the allocation of Public Service funds to <br />community agencies and made recommendations to the City Council on activities for <br />adoption into the Annual Plan. <br />♦ The City monitored subrecipients to ensure program compliance through review and <br />discussion of quarterly reports, and held informal discussions with staff from the <br />funded agencies to explain CDBG and/or HOME regulations. City staff also held <br />pre job conferences with owners and contractors to ensure labor standards <br />compliance. <br />♦ Redevelopment and CDBG staff held monthly meetings to coordinate housing and <br />economic development activities. At the policy level, the City Council held work <br />sessions for evaluation and input purposes. <br />Actions Taken to Reduce the Number of Persons Living below the Poverty Level <br />♦ City staff participated in the Continuum of Care Working Group, which continues to <br />develop a countywide network to address homelessness and poverty issues. <br />♦ CDBG funds were combined with the City's Community Assistance funding program <br />to support non-profit agencies that provide job training and assistance to low-income <br />members of the community. Several of the agencies coordinate efforts for assistance <br />and case management for lower income families and individuals. <br />♦ Economic development efforts highlighted business retention and revitalization, <br />which in turn yielded employment opportunities for lower -income residents. CDBG <br />staff continued to work with the Business Development staff to provide support and <br />monitor businesses funded through the Small Business Loan Program. During FY <br />2001-2002, the City's Office of Business Development and the City of Oakland <br />Office of Economic Development held a job fair at the Oakland Coliseum. One <br />thousand prospective employees and 70 Oakland/San Leandro business <br />representatives attended the fair. <br />♦ Project Literacy continued its tutoring efforts with local industries and the Business <br />Development Division. The Davis Street Community Center continued operation of <br />the One -Stop Center, which serves as a job development and family resources center. <br />♦ The City continued to support the Alameda County Housing Authority in its <br />proposals to HUD for Section 8 Certificates and Vouchers.
