Consolidated Plan Annual Performance Report — FY 2001-2002 <br />City of San Leandro <br />Page 18 <br />capital improvement opportunities, and economic development programs. The City <br />Council continued its support of its Vision Statement, which emphasizes the desire <br />for strong communication and participation throughout the community. <br />b The City continued its participation in the Alameda County HOME Consortium and <br />Technical Advisory Committee (TAC). The Consortium coordinates the planning <br />and use of the local jurisdictions' HOME funds. The City entered into two <br />Participating Public Jurisdiction (PPJ) Agreements to obtain greater efficiency in the <br />utilization and disbursement of funds. <br />n The City continued to utilize the Affordable Housing Task Force recommendations <br />and Five -Year Strategic Plan as the guiding housing policy and worked with other <br />cities and the County to plan and coordinate housing related projects and activities of <br />regional benefit. Examples include: participation in the Countywide Continuum of <br />Care program which held its regular meetings at the City of San Leandro South <br />offices; the Bessie Coleman transitional housing project at Alameda Point in the City <br />of Alameda (formerly Naval Air Base), completed in March 2002; the FESCO Mid - <br />Length Transitional Housing project located in the unincorporated county area, <br />completed March 2002; the acquisition and rehabilitation of the Surf Apartments <br />which adds 46 units of affordable housing,; the approved 60 units for San Leandro <br />Senior Housing and 16 units for the Fuller Gardens,. The last three projects will add a <br />total of 122 units to the San Leandro affordable housing inventory. <br />0 The City provided gap financing to Citizens Housing Corporation for the acquisition <br />and rehabilitation of a 46-unit multifamily housing project to be converted into <br />affordable housing. Redevelopment Set -Aside funds were used as matching funds for <br />the HOME fund allocation to an acquisition and rehab project. <br />Actions Taken to Improve Public Housing and Resident Initiatives <br />There are no pubic housing developments in San Leandro. <br />Actions Taken to Evaluate and Reduce Lead -based Paint Hazards <br />0 The City is a participant, with the County of Alameda and other Consortium cities, in <br />the Transition Implementation Plan (TIP). The City of San Leandro complies with <br />CDBG regulations prohibiting the use of lead -based paint in residential structures <br />constructed or rehabilitated with Federal assistance (Sec.570.608) <br />n Mitigation for lead -based paint is provided through the housing rehabilitation <br />program, on a case -by -case basis. The rehabilitation program is administered by <br />Alameda County HCD, and brochures explaining the hazards and procedures for <br />abatement are given to all homeowners who participate. <br />
