IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2002-128 (1980/2931) <br />RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL <br />SURFACE TRANSPORTATION FUNDS THROUGH THE METROPOLITAN <br />TRANSPORTATION COMMISSION'S (MTC) TRANSPORTATION FOR LIVABLE <br />COMMUNITIES (TLC) PROGRAM FOR THE WEST ESTUDILLO/HISTORIC <br />DOWNTOWN IMPROVEMENT PROJECT AND COMMITTING THE NECESSARY <br />LOCAL MATCH FOR THE PROJECT AND ASSURING THAT THE CITY OF SAN <br />LEANDRO WILL COMPLETE THE PROJECT, PROJECT NO. 961-86-045 <br />WHEREAS, the Transportation Equity Act for the 21 st Century (TEA 21) (Public Law <br />105-178, June 9, 1998) and the TEA 21 Restoration Act (Public Law 105-206, July 22, 1998) <br />continue the Surface Transportation Program, the Congestion Mitigation and Air Quality <br />Improvement Program and the Enhancements Activities Program; and <br />WHEREAS, pursuant to TEA 21, and the regulations promulgated thereunder, eligible <br />project sponsors wishing to receive federal transportation grants for a project shall submit an <br />application first with the appropriate metropolitan transportation planning organization (MPO) <br />for review and consideration in the MPO's Transportation Improvement Program (TIP); and <br />WHEREAS, the Metropolitan Transportation Commission is the San Francisco Bay <br />Area's MPO; and <br />WHEREAS, the City of San Leandro is an eligible project sponsor for federal <br />transportation funds; and <br />WHEREAS, the City of San Leandro wishes to receive federal transportation funds <br />through MTC's Transportation for Livable Communities (TLC) Program's capital grants for the <br />following project: Completing a variety of streetscape and pedestrian improvements beginning <br />at West Estudillo Avenue near the BART station, along West Estudillo to a key pedestrian <br />
