Consolidated Plan Annual Performance Report — FY 2001-2002 <br />City of San Leandro <br />Page 4 <br />Activities Undertaken: <br />Housing Rehabilitation Program <br />o The City contracted with Alameda County for the operation of the single-family <br />rehabilitation program, funded by CDBG and Redevelopment Agency Set -Aside <br />funds. The City program provided 3 rehabilitation loans/grants to low- to moderate - <br />income homeowners and 47 minor home repair grants to 47 very low-income <br />households. The following programs were available: Housing Rehabilitation, Minor <br />Home Repair, Disabled Access, Exterior Painting, and Seismic Improvement grants. <br />In addition to the rehabilitation services operated by the County, five very low-income <br />homeowners received grants to correct code violations required by Community <br />Standards and Sidewalk Program. <br />Rent Review Program <br />0 The Rent Review Board reviewed and mediated rent disputes between tenants and <br />landlords. The majority of the cases resulted in negotiated smaller increases and/or <br />time extensions. <br />Below Market Rate (BMR) Program Monitoring, Multifamily <br />0 The City's Housing Division staff continued to monitor the Below Market Rate <br />affordable housing units through written quarterly reports and site visits. Forty-six <br />units were added to the program. <br />Multi -family Management Assistance Program (MMAP) <br />0 In conjunction with the Rental Housing Owners, the city conducted one session of the <br />Multi -family Management Assistance Program (MMAP) educational program. The <br />backbone of the program is a management course for owners and managers. The <br />MMAP classes were used to market the following programs: the Section 8 Housing <br />Program, the Apartment Rehabilitation Program, and the Rent Review Program. <br />Geographic Distribution and Location of Expenditures: <br />These programs are Citywide based on household or individual eligibility. <br />Leverage of Non -Federal Resources: <br />Redevelopment Agency Set -Aside funds and private funds. <br />Matching Contributions: <br />N/A <br />
