Consolidated Plan Annual Performance Report — FY 2001-2002 <br />City of San Leandro <br />Page 3 <br />Resources Used: <br />To further this priority, the City utilized the following resources: CDBG, HOME, <br />Redevelopment Housing Set -Aside, and private funds. <br />Activities Undertaken: <br />_Apartment Rehabilitation Program <br />n^The City worked with rental property owners to promote the Apartment <br />Rehabilitation Program. The Program generates affordable units in existing multi- <br />family developments through the use of affordability agreements in exchange for low <br />interest loans. The Housing Set -Aside loans supplement the owner's funds for <br />improvements to properties where 30% of the units are occupied or available to be <br />occupied by very- low and/or low-income tenants. A nine -unit rehabilitation project <br />initiated last year is under construction. The project, expected to be completed during <br />he second quarter of FY 2002-2003, will generate four affordable units. <br />Assistance to Non -Profit Developers for Acquisition and Rehab <br />0 The City entered into an agreement with Citizens Housing, a non-profit housing <br />developer, for the acquisition and rehabilitation of a 46-unit multifamily development. <br />The project received an allocation of San Leandro HOME funds and Redevelopment <br />Housing Set -Aside funds. Tax credits and tax-exempt bond financing were also <br />utilized. The developer's goal is to have all units guaranteed for households earning <br />60% or less than the Area Median Income. Eleven of these will be HOME units, <br />affordable to households earning 50% of the Area Median Income or less. The <br />project includes the construction of a community center to serve the Surf Apartments <br />and an adjacent 91-unit multifamily development, also owned by Citizens Housing. <br />Geographic Distribution and Location of Expenditures: <br />These programs are Citywide based on household or individual eligibility. <br />Leverage of Non -Federal Resources: <br />Redevelopment Agency Set -Aside funds and private funds. <br />Matching Contributions: <br />Redevelopment Set -Aside funds. <br />Priority: Preserve existing affordable rental and ownership housing for <br />low- and moderate -income households. <br />Resources Used: <br />The City applied CDBG and Redevelopment Housing Set -Aside funds to further this <br />priority. <br />
