have investigations made, and take any action that may be necessary. <br />To give emphasis and further effectiveness to the City Council 's intention to <br />have this community and human relations responsibility carried out, an <br />additional person will be added to the City staff This person — a <br />Community Relations Representative — will be selected by and answerable <br />to the City Council, and will work under the supervision of the City <br />Manager. The Community Relations Representative will, for example, <br />receive and investigate complaints and grievances of any nature; attempt to <br />mediate and resolve problems; develop improved communications between <br />all elements of the community and City government, assist in the City's <br />participation in the current anti poverty program; attend all City Council <br />meetings; and perform a variety of related activities, including appearing <br />before interested civic groups. He will be readily accessible to the public. <br />In order for the Government of the City of San Leandro to help solve the <br />urban problems facing us, it will require, in some instances, fundamental <br />changes in people's attitudes, in their education and in the philosophy and <br />direction of our society. With this in mind, the City Council encourages a <br />two-way communication between each citizen and the City Council, and <br />encourages every group in our community to assume the responsibilityfor <br />informing and educating its members against bias and discrimination, and <br />for urging them to practice equality of treatment, so that each person in our <br />community may enjoy his full rights and may recognize his full <br />responsibilities. " <br />Early 1970s <br />The City began the Community Benefit Grant Program in its annual budget, <br />providing financial assistance for organizations that often support cultural <br />arts programs. <br />Currently: Examples of some recent cultural arts programs include <br />the San Leandro Arts Council offers multi -cultural arts programs for <br />youth; Chinese Christian School received a grant to purchase <br />Chinese instruments for their youth orchestra; and Washington <br />Manor Middle School received a grant for Worldancers, which <br />offers ethnic dance assemblies to educate students about culture, <br />history, music, and folklore from around the world. <br />Early 1970s <br />The City began the Community Assistance Grant Program in its budget, <br />supporting programs around cultural issues. <br />Currently: An example of a recent grantee is the International <br />Institute of the East Bay which provides legal services to <br />undocumented immigrant women along with education about their <br />rights under the Violence Against Women Act. <br />May 1971 <br />The City Contracted with C.A.L.
