SAN LEANDRO ADMINISTRATIVE CODE <br />TITLE 16 HANDICAPPED ACCESS APPEALS BOARD <br />Chapter 1 Rules of Procedure <br />§16.1.400: RULES. The current edition of Robert's Rules of Order Newly Revised, except <br />where inconsistent with the express provisions of law or these Rules of Procedure or other <br />resolutions of the Board, shall govern the conduct of meetings of the Board. <br />V6.1.405: ROLL CALL. Before proceeding with the business of the Board, the Secretary <br />shall call the roll of the membership, and the names of those present shall be entered in the <br />minutes. If a Board Member is unable to attend a meeting, either the Secretary or the Chair <br />shall be notified before the meeting <br />$16.1.410: ADDRESSING BOARD. Each person addressing the Board shall give one's <br />name in an audible tone of voice for the record. If the person is appearing in a representative or <br />professional capacity such as an attorney, engineer, etc., the person shall state the name of the <br />individual or organization being represented. Unless additional time is granted by the Chair, all <br />remarks shall be limited to five Q minutes, subject to adjustment by the Chair. All remarks <br />shall be addressed to the Board as a body and not to any individual member thereof No person, <br />other than members of the Board and the person having the floor, shall be permitted to enter into <br />any discussion, either directly or through a member of the Board, except through the Chair. <br />06.1.415130: HEARINGS. The Board shall conduct hearings in accordance with the <br />following rules of procedure: <br />(a) At the time of fixed in the notice required by Section 1-3-635 of the San Leandro <br />Municipal Code the Board shall proceed to hear evidence respecting the conditions of the <br />subject property or other matters relating to the subject matter of the hearing. <br />(b) The Board may grant continuances from time to time for good cause shown or upon its <br />own motion. <br />(c) The Board shall proceed with reasonable dispatch to conclude any matter before it. Due <br />regard shall be shown for the convenience and necessity of all parties of their <br />representatives. <br />(d) Hearings need not be conducted according to the technical rules of evidence relating to <br />witnesses and documentary exhibits. <br />(e) All parties shall have the following rights among others: <br />(1) To call and examine witnesses on any matters relevant to the issues of the <br />hearing. <br />Department Responsible for Revision: Police Chapter 16.1 <br />2005 Page 4 <br />
