New language is italicized and underlined, while eliminated
language isstr-uek etA.
In summary, the main changes follow:
• Standardization
o Following a thorough review of all titles, a standard format was developed. In
some cases, this resulted in articles being added to Titles. Numerous new articles
and sections were added to Title 19 Library Historical Commission & Title 20
Personnel Relations Board. In other cases, this resulted in antiquated language
being removed. Numerous sections were deleted from Title 22 Recreation and
Parks Commission.
o The types of issues that were standardized include: elections of officers at the first
regular meeting in July of each year; appointment of committees; conduct of
business; and, relations with press, the general public, the City Council and other
boards and commissions.
• New Title Added —
o Title 14 was previously reserved for the Board of Appeals. Language has been
added to address the Rules of Procedure for this board.
• Separate Title for Each Commission & Board —
o The Rent Review Board was moved from Title 22A to Title 13
o The Youth Advisory Commission was moved from Title 23A to Title 17
o The Recreation and Human Services staff is working with Police staff and the
City Attorney's office on Title 22 Recreation and Parks, Chapter 2 Rules and
Regulations for the Use of Public Parks.
