Rules and Communications %-ommittee <br />October 5, 2006 <br />Page 3 <br />Mervin Rocha, resident of Davis West, commented that he has been told the Police Department <br />does not have the resources to be proactive on Community Standards. Mr. Rocha stated he <br />would like to see the Police Department do a concentrated "sweep" of his neighborhood and <br />cite violators, and do this more than once a year. <br />Anabell McGeorge, resident of Mulford Gardens, commented on a neighbor, Mr. Lio, who <br />keeps several commercial vehicles parked in his yard and on the public street, sometimes <br />moving neighbors' garbage bins which have been placed at the curb for pickup in order to make <br />space to park his vehicles. Mrs. McGeorge reported that there are many people living and <br />working at the house, which Mr. Lio rents out, and his tenants have ten cars of their own. She <br />commented that these conditions have resulted in problems with rats, diesel fumes, lack of <br />street parking and lowering of property values. Mrs. McGeorge indicated that the Fire <br />Department, Child Protective Services and Vector Control have all been involved in dealing <br />with problems at this residence. <br />Jose Fuentes, resident of Mulford Gardens, indicated that he lives next door to the residence <br />described by Mrs. McGeorge. When he has called Community Compliance to report problems <br />with his neighbor, he is told that the neighbor is not breaking the law. <br />End of Public Comments on Item 2 <br />In response to a question regarding property owner responsibilities, Ms. Stuart described the <br />City's Administrative Hearing process for code enforcement violations. <br />Based on the Committee's direction, staff will return with a draft ordinance for the Committee's <br />review. <br />Committee Recommendation: <br />None. <br />1. Discussion Regarding Administrative Code Recodification - Phase III <br />City Clerk Marian Handa highlighted the major changes to Titles 24-33 of Phase III of the <br />Administrative Code recodification. Committee members commented that the updated <br />Administrative Code would be a useful tool. <br />Committee Recommendation: <br />The Committee recommends that the City Council schedule the approval of the Administrative <br />Code Recodification—Phase III. <br />3. Continued Discussion Regarding Temporary Banners on East 14th Street <br />Ms. Omelas reviewed the proposed revisions to the City's Banner Policy suggested by the <br />Committee at its last meeting. She suggested an installation fee of $150 for non -school <br />applicants. <br />
