Zoning allows for commercial or residential on the property, <br />under certain conditions. It is in the Plaza Project Area. The Agency will reimburse the City its <br />share of the purchase price out of the eventual sale proceeds. <br />1103 Davis Street <br />This property was sold in 1999 by the Agency to Davis Street Community Center (DSCC), <br />which used a CDBG loan of $214,914 for acquisition. Although DSCC has quitclaimed back the <br />property, the CDBG obligation remains attached to the property. The Agency has the <br />responsibility to find another buyer for the property who will a) use it for a CDBG-qualified use <br />so that the community benefit restrictions stay on the property, or b) pay full market value so that <br />the Agency can reimburse the CDBG investment and remove the restriction on the property. <br />The half -acre sized property was appraised at $520,000 in February 2003, with residential <br />considered the highest and best use. Zoning allows for commercial or residential on the <br />property, under certain conditions; it is in the Plaza Project Area. The property will be marketed <br />and sold via the RFP process. <br />2101 Marina Boulevard <br />This small property has not yet been appraised and is in use by the City for storage. It is in the <br />West San Leandro -MacArthur Boulevard Project Area. Following an appraisal and input from <br />the West San Leandro Redevelopment Advisory Committee, staff will recommend a process for <br />its disposal. Currently it is not as ready to be developed as the other two sites, and it is not <br />recommended to be included in the RFP. Zoning allows for commercial or residential under <br />certain conditions. <br />_Current City Council Policy <br />N/A. <br />Previous City Council Action(s) <br />In June 1999, the City Council/Agency Board approved the Disposition and <br />Development Agreement with Davis Street Community Center for 1103 Davis Street, <br />which has since been nullified. In January 2003, Agency staff was directed to prepare an <br />appraisal for the property, which is complete. <br />City Council Committee Review and Action <br />The Facilities Committee reviewed this item as it related to 1016-1040 Davis and 2101 <br />Marina on July 22 and directed staff to bring it to the full Council. The Business <br />Development Committee reviewed this item as it related to 1048-1052 Davis and 1103 <br />Davis on July 23 and directed staff to bring it to the full Agency Board. <br />Applicable General Plan Policy <br />The Planning Commission made of finding of conformity with the General Plan for the <br />transfer of 1016-1040 Davis on July 10 and for the transfer of 2101 Marina on September <br />11. <br />
