Additionally, what is your plan to
increase the number of surrendered vessels you accept this year?
The City of San Leandro (City) continues to provide VTIP information over the phone. With COVID-19 restrictions in
place for most of last year, this was one form of communication about the program. Staff refer callers to the Division
of Boating and Waterways' (DBW) website for a list of participating agencies. Another form of communication was
via the City's website which includes links to the VTIP "Is Your Boat an Anchor?" brochure and to the participating
agencies webpage on DBW's website.
The City continues to work on the redevelopment of the shoreline. The development project decommissioned the
harbor but will continue to include a boat launch. In the upcoming quarter, the City will formally notify berthers of the
Marina closure date. We are providing a six month notice to give boaters ample time to relocate. Included in the
notification will be language regarding the VTIP program and contact information for surrendering vessels. Staff is
hopeful that boaters will opt for surrendering vessels rather than abandoning them but anticipate that some will be
deserted. SAVE-22 grant funding will be utilized to dispose of these vessels.
The City was awarded $170,000 with the SAVE-21 grant cycle. In the last week, bids were received to demolish
12 vessels at a cost of $87,500. A 24' boat was recently abandoned at the Wes McClure Launch Ramp parking lot.
It will be added to the demolition project. We anticipate the cost to be approximately $3,000, totaling the project for
13 boats at $90,500. Boats will be demolished early in the summer.
The balance remaining ($79,500) on the SAVE-21 grant will be used to destroy eight vessels that are undergoing
liens. We anticipate receiving liens in the next several weeks, conducting a lien sale, then arranging for destruction
of the vessels that are not sold. All vessels currently under the lien process are unseaworthy, we anticipate none
selling at the auction. Balance remaining, if any, on the SAVE-21 grant along with SAVE-22 funding request will
Date: 08/12/2022 Contract # C22S0624, City of San Leandro Marina, Surrendered and Abandoned Vessel
Exchange (SAVE) Fiscal Year 2022/2023
__________________________________________________________________________
Page: 35 of 4141Date: 08/12/2022 Contract # C22S0624, City of San Leandro Marina, Surrendered and Abandoned Vessel
Exchange (SAVE) Fiscal Year 2022/2023
__________________________________________________________________________
Page: 35 of 4141
