Describe activities and identify groups/marina’s contacted in the last calendar year. <br />(Answer only if you selected ‘Yes’ to Q 5.) <br />Informing local organizations of the VTIP Program was challenging due to COVID-19. Organizations were either <br />closed or not operating as normal. San Leandro’s one remaining yacht club continues to be closed. Staff will <br />provide Spinnaker with VTIP brochures upon reopening. <br />Objective 1: Prevention <br />9.Do you accept VTIP surrendered vessels from boaters outside <br />your jurisdiction? <br />Yes No <br />If so, how many surrendered vessels have you received in the last <br />calendar year? <br /> If not, identify why?With COVID-19 restrictions in place for most of last year, there <br />was hardly any public interaction. Regardless of that, we did not <br />receive any inquiries from outside our jurisdiction. <br />10.Describe how your agency monitors abandoned vessel activity in your jurisdiction. Select all that apply. <br />Routine patrol of jurisdiction <br />Visit marinas/dockwalks <br />Direct contact with boat owners <br />Check vessel registration <br />Check seaworthiness (listing, occupancy, trash, bilge running, operable lights) <br />Abandoned vessel mapping and tracking <br />Multi-agency coordination <br />Utilize NASA data <br />11.Describe additional methodologies, if any, <br />(besides participation in VTIP) your agency <br />use to prevent abandoned vessels in its <br />jurisdiction? <br />Section 4-19-120 of the City's Municipal Code and Rules and <br />Regulations #18 prohibit offshore mooring at the Marina and <br />Shoreline. The City monitors and informs boaters of the <br />regulations to prevent anyone from abandoning their vessel <br />within the City's jurisdiction. The VTIP Program really is the most <br />effective program. People that are behind on fees or no longer <br />have interest in their vessels are more likely to surrender their <br />vessel over abandoning it if they are aware of the resource. <br />Objective 2: Control <br />12.Describe methodologies, if any, you have <br />implemented to control and prevent <br />abandoned vessels from entering your <br />jurisdiction from other areas. <br />There are few to no vessels entering the Marina. Siltation is a <br />big problem in the federal channel that leads to the entrance of <br />the harbor, and the harbor itself. Both are extremely shallow and <br />difficult to navigate.
