The City funded removal and disposal of vessels <br />abandoned in these agencies' jurisdiction with a SAVE grant awarded to <br />the San Leandro Marina. <br />14.Does your agency have any special circumstances and/or conditions that contribute to abandoned vessels <br />in your jurisdiction? Explain circumstances/conditions. <br />The City has not been able to secure funding to dredge the harbor or the two-mile federal channel in 15+ years. As <br />a result, the Marina is extremely shallow. Primarily for this reason, the San Leandro Marina was decommissioned <br />and will be changing its recreation plan. The San Leandro Marina's vacancy rate is currently at 86%. With the <br />exception of a very small number of boats, we anticipate boats remaining will be abandoned or surrendered for the <br />VTIP Program. The City does not have the funds in the budget to pay for the destruction and disposal of the <br />vessels. <br />Objective 5: SNHAP <br />15.Does your agency have a Submerged Navigational Hazard Abatement Plan <br />(SNHAP)? <br />Yes No <br />If Yes, attach copy.34311_0_174_Sinking Vessel - Rules and Regs.pdf <br />16.Identify the detailed process in your SNHAP <br />for the control and abatement of submerged, <br />wrecked or abandoned vessels. Identify the <br />detailed process in your SNHAP for the <br />abatement of navigational hazards. <br />US Coast Guard, Office of Emergency Services, and Fish and <br />Game are notified if a vessel is in danger of sinking or is <br />releasing fuel/oil. If the vessel damages private or City property, <br />the San Leandro Police Department and Coast Guard are <br />called, as needed. Alameda County Fire Department may also <br />respond, if needed. The plan attached outlines steps taken in <br />the instance a boat is submerged or in danger of sinking. <br />17.Identify the SNHAP’s funding source for the control/abatement of non-vessel related water hazards, <br />hazardous floating debris (such as logs), submerged objects and abandoned piers and pilings <br />"Procedures for Sinking Vessel" (attached in Question #15) outlines the steps staff initiates when a vessel is <br />submerged or in danger of sinking. The City makes an attempt to have the boat owner take responsibility in <br />uprighting the boat and removing it from the water if it continues to be in danger of sinking. If the owner is <br />unresponsive, the City will lien and take ownership, and initiate removal and disposal procedures.
