City of San Leandro <br />Meeting Date: September 6, 2022 <br />Staff Report <br />Agenda Section:File Number:22-520 CONSENT CALENDAR <br />Agenda Number:10.o. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Debbie Pollart <br />TITLE:Adopt a Resolution to Authorize the City Manager to Execute a Memorandum of <br />Understanding between the City of San Leandro and Oro Loma Sanitary District <br />for Refuse, Green Waste, and Recycling Services in the L3 Area <br />SUMMARY <br />The City of San Leandro and the Oro Loma Sanitary District have executed a Memorandum of <br />Understanding (MOU) for Refuse, Green Waste, and Recycling Services in the L3 service area. <br />The Oro Loma Sanitary District would like to extend the MOU through the term of their exclusive <br />contract with Waste Management of Alameda County through December 31, 2037. As part of the <br />agreement with the City, the District agrees to comply with the requirements of SB 1383 <br />Short-Lived Climate Pollutant Reduction Strategy in conjunction with the City’s efforts. <br /> RECOMMENDATIONS <br />Staff recommends that the City Council authorize the City Manager to execute a memorandum of <br />understanding with the Oro Loma Sanitary District through December 31, 2037 . <br />BACKGROUND <br />In 2006, the City of San Leandro (“City”) and the Oro Loma Sanitary District (“District”) entered <br />into an agreement for refuse, green waste, and recycling services in the L-3 area. The agreement <br />provided for the terms of service and a City-imposed franchise fee for the term of the District’s <br />contract with Waste Management of Alameda County (WMAC), which was originally set to expire <br />on August 31, 2012 with two one -year options to renew . <br />On June 6, 2011, the District provided written notification to the City that they were in discussions <br />with WMAC to renew the prior contract. The District also stated that it would make efforts to <br />incorporate additional services levels into the new contract as part of the discussion. In the MOU, <br />dated December 20, 2011, the City and the District agreed to the following service <br />enhancements: <br />•Free recycling and organics collection to commercial customers. <br />Page 1 City of San Leandro Printed on 8/31/2022
